Government resists order to disclose risks of reforms: The Department of Health is appealing against a ruling by the information commissioner that it should publish the risk assessments for its shake up of the NHS in England (BMJ 2011;343:d7407, doi:10.1136/bmj.d7407). The health minister Earl Howe said that civil servants must be free to record potential risks “fully, frankly, and with absolute candour.”
