Prognosis without Diagnosis

I have been interested to read Edward S Cooper's comments,which I
find very fair.
I would just like to point out to Mr Cooper,the awkward sentence he writes
about ie."I advise that a return to work could be considered within (N)
months...
etc" is usually under the heading Prognosis in the Medical Report.
Seeing that Atos and the DWP insist they do not Diagnose a claimants
illness ,how can a Prognosis be given,which can have a devastating affect
on the claimants life,on a Functional assessment without taking into
account their illness?
The prognosis applies to claimants found fit for work and for patients
found unfit for work,often people with degenerative and incurable
illnesses are put in the WRAG ,with a prognosis of "could be considered
for a return to work in (N) months.
How can this be compatible with helping claimants?
I do hope Mr Cooper can advise on these points.
