Advice on how to stop University Professors who unethically promote expensive drugs

I am writing to ask clarifications on your number 4 advice.
How does one discourage well-known clinicians and University
Professors from unethically promoting expensive drugs locally and
nationally?
In Greece, we have serious budget deficit implications from these
