Achieving QOF targets may be influenced by playing games with the
data. The extent of gameplaying is disputed. There is an excellent TED
talk
(http://www.ted.com/index.php/talks/dan_ariely_on_our_buggy_moral_code.html)that
shows how the QOF system is one that will increase the likelihood of
gameplaying: using tokens (points) not money and being part of a group
where nearly everyone does it a little (is every blood pressure reading
coded precisely as the machine displays it?).
