Re: The payment of drug addicts to enforce sterilization

Unfortunately, I have not been able to gain online access to Dr Morgan's 2004 paper. He says it is "legally and morally unacceptable" to make payments to drug addicts in relation to longterm contraception and sterilization. Whilst I can easily understand the moral-side of the argument, it is not quite clear exactly on what basis that such incentives would be legally unacceptable. Perhaps, Dr Morgan would be good enough to expand on the legal-side of his argument (if possible with relevant legislation, case law etc),so this topical issue can be debated further.
