Europe is not the world

Nigel Hawkes writes:

"Assessments and appraisals are almost universal in developed
countries, but as a recent study by the European Observatory on Health
Systems and Policies shows, only in England and Wales are they integrated
with decision making, legally binding, national in scale, and put into
practice in a system with a single paymaster."

Clearly this Observatory didn't look across the European border.
Australia has exactly such a system in place with the Pharmaceutical
Benefits Advisory Committee (PBAC), which advises which drugs to admit to
the government subsidised list. Moreover, it pre-dates NICE.
