Romania plans tough antismoking laws

I live in Romania and just today we were in Pizza Hut where there is
a big sign saying that do to some bill passed by parlament there is no
smoking and yet the restaurant was full of smokers. When we asked the
waiter about this he said basically that each restaurant in the mall was
making their own decision about whether or not to ban smoking and so they
decided to make an exception and allow smoking. So, Romania can make all
the "tough laws" they want but until they decide to enforce all these
tough laws...they are worthless.
