prevention or cure?

sir, Karl Popper, having fled from philistine philosophy, remarked
already: "in the realm of error, cure is better than prevention".

overenthusiastic scientists, politicians etc, tend to ignore that the
"realm of error" in which we live is large. prevention is only permissible
in well understood and controllable conditions.
