I fully agree with what Joseph Watline says.
Publication of I.H. is essential and it could be made mandatory.
It is also necessary that those guilty of negligence should be punished,
but a criminal offense? That seems too much as even the negligence could
be done in good faith. When no human being is perfect it does seem not
quite right to regard Doctors as perfect and infallible. What sort of
punishment would be proper needs to be discussed.
