Hamilton Cassells ("Tony") Milligan
Former medical officer of health and district community physician Hartlepool (b Newton Stewart 1921; q Edinburgh 1944; FFPH), died from cardiac failure on 19 November 2004.
Following graduation, Tony immediately went into service with the King’s African Rifles in east Africa and India. He returned to the United Kingdom in 1947 and undertook postgraduate studies in public health at the Usher Institute in Edinburgh leading to the diploma in public health in 1948. He then served in public health posts in the West Riding of Yorkshire 1950-4, and then in Walsall 1954-8. In 1958 he was appointed medical officer of health for Hartlepool and by the time of the NHS reorganisation in 1974 the local services were felt to be of a very high standard. He went on to serve as district community physician and in 1981 became a fellow of the Faculty of Community Medicine, eventually retiring in 1986. During his time in Hartlepool he led the development of housing provision for the elderly and improved the care of the mentally and physically handicapped in such a way as to give them dignity and respect. He was also involved in the training and introduction of health visiting and district nursing services. He was not afraid of being unpopular on occasions; however, he earned the trust and loyalty of his staff, who had great respect for his drive and concern. He was an active member of Hartlepool Rotary Club for 44 years and even in retirement maintained an interest in the development of local health services. He also had an interest in Scottish and European history and undertook several history modules at Cambridge University, the most recent in August 2004. He is survived by two sons, Simon and Gavin, one of whom is a deputy finance director of a major London Hospital and the other an inner city GP. [Gavin Milligan]
