In module 3 of the UK Covid Inquiry—looking at the impact of the pandemic on health systems—questions were raised over evidence for masks and how pre-pandemic workforce decisions may have affected the response. Elisabeth Mahase reports

At a hearing on 18 September1 Susan Hopkins, UK Health Security Agency (UKHSA) chief medical adviser and former deputy director of Public Health England’s national infection service, caused a stir when asked about the evidence for high grade face masks, specifically FFP3 masks.

Referring to meeting minutes from December 2020, Hopkins said that there had been discussion over whether there was “strong enough evidence” to recommend the use of FFP3 masks but that the conclusion had been that the “evidence was very weak.”
