Maurice McConnell Burrows was born in Bangor, County Down, the elder of two sons of Hugh and Maisie Burrows. Both sons would become distinguished doctors. Maurice took up anaesthesia early in his career, and studied at the Liverpool School of Anaesthesia. He spent two years as an anaesthetist in national service, where he was promoted to the rank of major, before being appointed consultant to the Wirral hospitals in 1958. Very soon his colleagues recognised his potential skills in representing their interests, which he would go on to employ locally, regionally, and then nationally.
