“Nicotine isn’t a benign substance,” particularly when it comes to children and the developing brain, the commissioner of the US Food and Drug Administration, Scott Gottlieb, said in a speech to his employees on 12 September. It was the rationale for “a strong regulatory process” for e-cigarettes and other new tobacco products.

The FDA has sent letters to more than 1300 retailers of e-cigarettes seeking to restrict sales and access to tobacco products by under aged youth and has threatened fines for violations.

It also wrote to JUUL Laboratories and four other manufactures of the devices asking for a plan to tackle marketing to minors, and requested a response …
