I find it inexplicable that the joint committee has taken 10 years to come to this conclusion. The only way any vaccination programme is going to work is to have the rate of vaccination high enough to achieve herd immunity. This rate is generally acknowledged to be around 95% coverage. So a vaccination programme that automatically excluded 50% of the population was doomed to failure. Clearly the lesson was not learnt from the rubella vaccination programme for girls in the 1970s/1980s.
