It is worth remembering the Francis Report (1) of the Mid Staffordshire tragedy. He pointed out that constant reorganisation meant that managers were unsure of their roles and did not perform effectively, and was a contributory factor leading to patient deaths.
Reorganisation not only costs time and money and demoralises staff. It costs lives.
