This article forcefully argues for an independent entity to monitor disease outbreak preparedness. I would go further to suggest consideration of an entity whose central purpose is to monitor, communicate, and expedite/coordinate responses. WHO has done better but it has numerous other priorities, increasingly NCDs. Such an independent entity could be an outcomes of a Global Health Bretton Woods type conference as we suggest in: http://globalhealth.thelancet.com/2018/04/06/need-geopolitical
