It has been widely condemned and exhortation and appeals to ethical business behaviour have had at best had a limited effect. Recently legislation has been introduced in an attempt to try and end this practice.
Perhaps similar legislation may need to be introduced into the medical sphere to curtail or extinguish cash for referrals
