Brown backtracks on promise to allow local authorities to ban 24 hour drinking

The UK government has dropped proposed powers for local councils to ban 24 hour drinking, outlaw “happy hour” promotions, and take other steps to tackle binge drinking.
The provisions have been dropped from the code on alcohol sales in the Policing and Crime Bill, only weeks after the prime minister, Gordon Brown, promised at the Labour Party conference that the government would give local authorities the power to ban 24 hour drinking.
