Sources of forensic information
The information about the execution of Jose High—including the execution protocol, purchase orders for medical equipment,
pharmacy logs, execution logs, and photographs from the autopsy that showed the right subclavian central venous catheter—were
obtained by an "Open Records Act request" by Matthew Rubenstein, multi-county public defender, Atlanta, Georgia. Rubenstein
provided JIG with this information.
In a letter to Michael Mears, multi-county public defender, R Robert Tressel¾
a forensic investigator who witnessed Georgia’s lethal injection of Byron Parker on 11 December 2001¾
described "two gentleman … inspected [intravenous] sites and nodded their approval. Both of these gentlemen … appeared to
be physicians." Later in the letter, he described "two gentleman, which appeared to be physicians, one of which had been in
the chamber earlier, entered with stethoscopes. Both checked Byron Parker for a heartbeat and both indicated that none was
found."
