At the United Nations climate talks in Marrakesh, environment and energy ministers from 164 countries finally agreed the operational rulebook for the Kyoto protocol, the international climate change treaty that aims to combat global warming through a cut in emissions of greenhouse gases, particularly carbon dioxide.
