    Environmental policy should take more account of public values, says the Royal Commission on Environmental Pollution in its latest annual report.

    To obtain these values the national bodies which set environmental standards must adopt wider and more rigorous methods of public consultation, including citizens' juries, deliberative polls, and consensus conferences.
