    The new British prime minister, Tony Blair, has adopted a low key approach to the health service by appointing Frank Dobson as the first Labour health secretary for 18 years. At 57, Mr Dobson, a London MP, has for 10 years been the Labour shadow cabinet's capable workhorse rather than a Blairite moderniser.

    Frank Dobson is seen as a capable workhorse.
