Smoking ban failing in Toronto The public health department of Toronto is having difficulty enforcing a ban on smoking in bars, restaurants, and coffee shops. The bylaw is being widely ignored, and only a handful of charges were laid during the first couple of weeks of the ban, some against staff or owners caught smoking.
