Plan for insurance to fund elderly care

Elderly people should receive free care at the point of delivery paid for by a compulsory insurance scheme, according to a report launched this week. The report, by the Joseph Rowntree Foundation, a charity which sponsors independent research into social policy, proposes an end to means tested payments.
