Sounds like the NIH should provide its investigators with support by professional medical writers who can help investigators, ethically and legitimately, to publish high quality manuscripts in a timely manner. Alternatively, the NIH (and the rest of us) can just "hope" that somehow investigators will suddenly find more time to prepare manuscripts.
