Poor leadership is blamed for failure to reshape Scotland’s health service

Ambitious plans to reshape healthcare in Scotland to provide more care at home are being jeopardised by a lack of effective leadership from the Scottish government, says a report from Audit Scotland.1
Ministers set out a vision for transformational change in 2011, but the system has remained largely the same, said the report, as the hospital sector continues to be funded more generously than community based services.
