Robert Francis QC accuses NHS clinical staff and managers of failing to act despite 1,000 deaths and overwhelming evidence of “appalling suffering”, but he declines to name names or blame individuals.
The prime minister agrees that there should be no “scapegoating”.
To “scapegoat” is to blame the innocent to allow the guilty to go unpunished.
The innocent have already suffered: those responsible should be held to account.
