Rollout of health insurance exchanges is behind schedule

Health insurance exchanges, a key element of the 2010 Affordable Care Act, may not be ready by their 1 October deadline, conclude two reports from the Government Accountability Office, an investigative agency of the US Congress.

The reports were requested by Congressional Republicans who oppose implementation of the act.

The exchanges were supposed to serve as “one stop shops” where consumers could not only compare competing health insurance plans side by side but also learn whether they qualified for income based subsidies to help them purchase coverage and whether they were eligible for other coverage, such as that offered free through Medicaid to people on low incomes. …
