Andrew Lansley: unlucky or incompetent?

Government is so consistently corrupt that the party in power always looks worse than the party out of power, none of which ever changes with elections, regardless of party, platform, promises, or intentions. To quote Lord Acton, “Power corrupts, and absolute power corrupts absolutely.”
