Responsible officers in England could be given the power to test the language skills of doctors from other countries of the European Union to ensure that they can speak English to an appropriate level.
The Department of Health has proposed that responsible officers be given legal powers to ensure that doctors seeking to work in their organisation meet certain minimum criteria that guarantee their competence to work in the NHS, including language competence and a reasonable understanding of NHS processes and treatments.
