NHS employers will have to pledge to support whistleblowers under amendments that the UK government is proposing to make to the NHS Constitution in the wake of the Mid Staffordshire scandal.
The health secretary for England, Andrew Lansley, said that a “culture of fear” had allowed problems to fester at Mid Staffordshire NHS Foundation Trust, where between 400 and 1200 patients died because of poor nursing care between 2005 and 2009.
