Paediatricians at a north London clinic that failed to recognise that the battered toddler Baby P had a broken back two days before he died were operating under an excessive workload at the time, an independent report has found.
Commissioned by the strategic health authority NHS London, the investigation looked into concerns about poor administration and overworked doctors raised by Kim Holt, a consultant community paediatrician at the child development centre at St Ann’s Hospital in Haringey.
