Oslo Convention bans cluster bombs: A total of 107 states, including the United Kingdom, were due to sign the Convention on Cluster Munitions on 3 December in Oslo, Norway, as the BMJ went to press. Signatories agree never to use cluster munitions or to play any part in their production or distribution. Among the countries who are not signing are the United States and Israel.
