Proposed US abortion rule provokes outcry: US family planning groups are protesting about a proposed Department of Health and Human Services regulation to deny federal money to health providers who refuse to accept staff who object to abortion. The groups say the rule would outlaw many forms of birth control. Abortion is defined as prescribing, dispensing, or performing a procedure “that results in the termination of life of a human being in utero between conception and natural birth, whether before or after implantation.” See
