The NHS should be given its own constitution and greater independence from central government, says a new report from the Commission on the NHS, chaired by Will Hutton, former newspaper editor and the current chief executive of the Industrial Society. The health service has been dogged by a lack of transparency and public accountability, the report says.
The report recommends that the NHS should become a publicly accountable corporation run along the lines of the BBC or the Bank of England, with its own board of governors and operational freedom. New …
