The first clear signs that a devolved Scotland will develop its health service along different lines from the rest of Britain have appeared in the government's recently published NHS white paper Designed to Care.
The paper was substantially revised after the decision by the Scottish electorate in September to vote in favour of devolution, and, although many common strands remain between the Scottish and English white papers, there are also important differences.
