A recent industrial tribunal has confirmed the English and the Scots are separate racial groups under the terms of the Race Relations act. An English police officer applied for promotion to a Scottish police authority; when he was not appointed he claimed discrimination. The 1976 legislation outlawed discrimination on grounds of nationality, but this is the first test of the principle between the home countries. (IDS Brief 1997;600:14-15)
