Norway's parliament has voted by a narrow majority to introduce a list based system for GPs from 1 January 1999. This is the first time the Norwegian government has publicly backed the idea of a list system (BMJ 1997;314:771). The measure follows a three year pilot project, which was carried out in four municipalities.
