    A health development bank modelled on Railtrack could help solve the problems of the private finance initiative in Britain, according to an independent health think tank.

    The King's Fund believes this will help combat the failure of the private finance initiative and the resulting stalemate on large scale NHS projects such as hospital building (26 April, p 1222).
