PFI condemned as a failure

    In a damning report health service managers have condemned the government's private finance initiative as a failure.

    The report, published this week by the Institute of Health Services Management, paints a picture of delay and bureaucracy and emphasises that no scheme of importance has got under way.

    The King's Fund echoed the condemnation of the initiative in a factual briefing paper, which describes the process as long and tortuous.
