Hospital chief admits two tier system: Derek Smith, chief executive of King's Healthcare NHS Trust said that a two tier NHS was an everyday reality. He said: “Because of the financial difficulties confronting Lambeth, Southwark, and Lewisham health authority their patients are now waiting up to 18 months while patients from GP fundholders in the same area and health authorities such as Bromley and Croydon are waiting a maximum of 12 months.”
