    Local authorities in England and Wales have been plunged into uncertainty by an Appeal Court decision last week that councils cannot withdraw community care services from elderly and disabled people because of cash shortages. The landmark ruling by a two to one majority overturns a High Court decision that it would be “impractical and unrealistic” to stop councils making cuts if their budgets were reduced.
