    EDITOR,—In Rwanda's genocide of 1994 most of the country's doctors were killed or went into exile. Sadly, some participated in the murder of their fellow citizens. Before 1994 basic medical cover was available throughout the country, supported by the churches; the country depended on Belgium for further medical education.
