Teething problems have led to a faltering start in Germany for the community care scheme for elderly people, which was agreed early last year by the political parties in Bonn.
The scheme is intended to cover the costs of caring for elderly or disabled people who need full time care in nursing homes and whose costs are not covered by public health insurance.
