Next week British MPs on the health select committee will be in Oregon to see health rationing in action. The visit is in pursuit of their inquiry into priorities in the health service. Last week the United States health secretary, Donna Shalala, was in Britain seeing how the NHS works, in her pursuit of American health care reform. They are, all of them, politicians in search of a grand design for universal health care. We shall see the results of their efforts in due course.
Meanwhile, the NHS is entering the fourth year of a grand design that has got beyond the prototype. The 1990 white paper Working for Patients was by way of being the showroom model.
