Clinton's plan will cost more, not less, says Congress

President Clinton's promise to provide health care for all Americans but still trim $59bn ( £39bn) from the federal budget deficit by 2000 cannot be done, said Congress auditors last week. The health care plan would actually add $74bn ( £49bn) to the budget, said the report from the congressional budget office.
