This is an interesting development, especially in the light of the poor response to the encouragement given to NIH funded researchers to deposit their manuscripts in PubMed Central. But I wonder if the title of this piece is misleading - the mandate appears, from the article itself, to apply to manuscripts and not to the underlying data.

This is the first thing I have read about this bill, but I expect there will be a lot more written in due course, which might clarify things.

Mr Nockels is absolutely correct. The bill will not provide any access to underlying data. This is an important limitation of the bill.
