If a "sliding scale" on the burden of proof and "a higher, criminal standard of proof will be retained for cases where there's a threat of erasure from the register" and if criminal standard of proof is equivalent to 'beyond reasonable doubt' which seems to be implied in Hamish Meldrum's demand, then I am not quite sure what the objections are based on.

Is this another example of how democracy works. What the government proposes the opposition must oppose and what therefore the management says the trade unions must oppose.
