We would refer you to our rapid response to this letter that appears in the correspondence related to our original article (http://bmj.bmjjournals.com/cgi/eletters/332/7533/64#127234), since the system doesn't seem to refer readers to it from here. There we make the point that although it may be true that diagnostics are relatively neglected by policy makers and health service funders, the accusation cannot be sustained against the NHS HTA Programme, which - as we document in our letter - has devoted a great deal of attention to diagnostics.
