You identify sex-workers as being the problem to be eradicated. A successful campaign to eradicate sex-workers would allow me to proclaim a public health triumph as well as a reactionary moral victory. What would be wrong with this alternative approach instead of your liberal interventions D2-D4? Can these two opposite approaches co-exist? Rory Competing interests: None declared
