If I was a dictator of a small African country, I might interpret your article differently. You identify sex-workers as being the problem to be eradicated. A successful campaign to eradicate sex-workers would allow me to proclaim a public health triumph as well as a reactionary moral victory.

What would be wrong with this alternative approach instead of your liberal interventions D2-D4?

Can these two opposite approaches co-exist?
